Comprehensive Plan 2045
The City of Vancouver and the Community is working together for the city's growth and development

Odyssey World, Fourth Plain Forward, and the Southwest Washington Equity Coalition (SWEC) are collaborating to engage the community and amplify the voices of marginalized groups in shaping the Clark County and Vancouver Comprehensive Plan.
The City of Vancouver is working with community members to update its comprehensive plan through Our Vancouver. This initiative will shape how the city grows and develops over the next 20 years, ensuring a livable and sustainable future. As Vancouver’s population increases and community needs evolve, Our Vancouver will guide decisions on housing, land use, transportation, public spaces, and essential services.
A key focus of the plan is addressing housing needs, with at least 38,000 new housing units expected to be added to support affordability and accessibility. The comprehensive plan update is necessary to respond to shifting demographics, market conditions, and community priorities since the last update in 2011. Community input plays a vital role in shaping these updates, ensuring that the plan reflects the needs and aspirations of Vancouver’s residents
OWIES' ROLE
OWIES is engaging in this process by working with the City to better understand the comprehensive plan, who it impacts, and when key decisions are made. As part of this effort, we are hosting a mini-conference, where city representatives will break down the plan’s elements, discuss its potential impact on neighborhoods, and explain how community members can get involved in advocating for their needs.

More details about the mini-conference will be added as planning is finalized. Stay tuned for updates!
